1. Appeal and error ? Appeal from order authorized. An appeal from an order denying defendants motion to release or vacate attachment was authorized under the statute authorizing an appeal from an order dissolving an attachment. 2. Intoxicating liquors ? Liquor board ? Arbitrary powers. The State Liquor Control Board is an administrative body, and it cannot arbitrarily refuse to grant a retail liquor license to one who has suitable premises for carrying on such business and who has met all valid requirements. 3. Intoxicating liquors ? Sale of license. A retail liquor dealers license can be purchased by a qualified person at a sheriffs sale, and such purchaser can insist that license so purchased be transferred to him subject to his meeting the requirements of law and regulations of State Liquor Control Board. 4. Attachment ? Liquor license may be attached. A retail liquor license is salable and is "personal property" of value and subject to attachment.
